RAYNET is organised into groups based on either geographical areas or administrative boundaries (i.e., boroughs or Counties). Each group is largely autonomous, being allowed to arrange its own affairs at the local level.
Groups hold periodic exercises, either in conjunction with user services or amongst their own members. These are essential for training members in a common set of operating procedures, efficient message passing, net control and discipline, and skills such as accurate map reading. They also play an important role in turning the group into a confident team that can work together efficiently in an emergency.
In each County, Region or Island, there is a County Co-ordinator who encourages coordination among groups, organises internal training exercises that test the abilities of all groups in the county, and fosters liaison among them, ensuring the county’s response to an incident is coordinated. A very important role of the County Co-ordinator, along with the Group Co-ordinators, is to liaise with user services.
The UK is arranged into 13 Zones, each with a Zonal Co-ordinator whose job is to ensure that liaison between the counties is good, to talk to the user services (who often have an emergency officer who covers a wide area) and to deal with all RAYNET matters in the zone in a ‘Managerial’ role.
The Zonal Co-ordinators are company Directors and the Charity Trustees, and form the Committee of Management, which is responsible for managing the network and setting policy.
At the national level, through several teams, activities such as training, registration, and publicity, along wth operational support, are co-ordinated to ensure that RAYNET can always provide the required service.
